Land Pooling Scheme

What is the Land Pooling Scheme?

The Land Pooling Scheme (LPS) is a farmer-friendly development model adopted for the construction of Capital Amaravati. Instead of compulsory land acquisition, the government invited farmers to voluntarily contribute their land for the capital project. In return, farmers received developed residential and commercial plots within the planned city.

This approach made farmers active partners in building the new capital while ensuring they benefited from the city’s future growth.

How the Land Pooling Scheme Works

  1. Farmers voluntarily offer their agricultural land for capital development.
  2. The government undertakes large-scale infrastructure development such as roads, drainage, water supply, and electricity.
  3. A portion of the developed land is returned to the farmers as residential and commercial plots.
  4. Farmers can use, lease, or sell these plots as the city grows.

Returnable Plot Structure

(General structure per acre of pooled land)

For Irrigated (Jareebu) Land

  • 1000 sq. yd. residential plot
  • 450 sq. yd. commercial plot

For Dry (Metta) Land

  • 1000 sq. yd. residential plot
  • 250 sq. yd. commercial plot

Phases Of Land Pooling Scheme

PHASE I

  • Phase-1 began in 2015 soon after Amaravati was announced as the new capital.
  • The government invited farmers from the core capital villages to voluntarily pool their agricultural land.
  • This phase covered the main capital city area, including the government complex, residential zones, commercial districts, and trunk infrastructure.
  • Over 33,000 acres of land were pooled from more than 28,000 farmers, making it one of the largest land pooling initiatives in India.
  • Farmers received developed residential and commercial returnable plots, along with annual financial support (annuity).

Purpose of Phase-1:
To create the primary capital city structure, including government institutions, major roads, and core urban infrastructure.

  • Phase-2 was proposed after the completion of the initial pooling in Phase-1.
  • It focused on expansion areas around the core capital to accommodate:
    • Future residential layouts
    • Commercial corridors
    • Industrial and economic zones
    • Institutional and social infrastructure
  • This phase aimed to support the long-term growth of the capital city as population and economic activity increased.
  • It was designed to ensure a balanced and sustainable urban expansion beyond the central government district.

Purpose of Phase-2:
To provide future development zones and support the long-term population, economic, and infrastructure needs of the capital region.

    Capital Land Distribution Overview

    A future-ready capital built on strategic land allocation.

    1) Returnable Land to Farmers (Private Residential & Commercial)

     About 31–32% of the total pooled land was returned to farmers as developed plots. 

     This land forms: 

    •  Residential layouts 
    •  Local commercial zones 
    •  Mixed-use developments 

    Purpose:
    Private ownership, housing, and small-to-medium commercial activity. 

    2) Government & Institutional Zones

     Roughly 20–25% of the land planned for:

    • Assembly, Secretariat, High Court
    • Government offices
    • Institutional campuses
    • Public utilities 

    Purpose:
    Core administrative and civic infrastructure of the capital.

    3) Commercial & Business Districts (CBD, Offices, Malls)

     Around 10–15% allocated for: 

    •  Central Business District 
    •  Office complexes 
    •  Financial and IT parks 
    •  Large commercial developments 

    Purpose:
    Economic and employment hubs.

    4) SEZs, Industrial & Economic Zones

    Approximately 10–12% earmarked for: 

    •  IT SEZs 
    •  Knowledge parks  
    •  Non-polluting industries 
    •  Economic clusters  

    Purpose:
     Investment, exports, and job creation. 

    5) Roads, Utilities & Social Infrastructure

     Around 15–18% used for: 

    •  Major roads and junctions 
    •  Public transport corridors 
    •  Water, drainage, power systems 
    •  Schools, hospitals, public amenities 

    Purpose:
     Essential city infrastructure. 

    6) Green & Blue Zones (Parks, Water Bodies, Riverfront)

     About 30% of the overall master-plan area reserved for green and water spaces.

    Purpose:
    Environmental balance, flood control, and public recreation.

       Government City forms the administrative heart of Amaravati. It is planned to host the Legislative Assembly, Secretariat, Raj Bhavan, and key government offices. This zone will function as the central hub of governance, decision-making, and public administration. With modern architecture, planned corridors, and civic infrastructure, Government City is designed to support efficient state operations while driving surrounding residential and commercial growth.

       Justice City is the judicial zone of Amaravati, planned around the High Court and other legal institutions. It will include court complexes, legal offices, residences for judges, and support services. The presence of major judicial infrastructure is expected to attract law firms, consultancies, and related services, making it an important administrative and investment zone within the capital.

       Finance City is designed as the economic and business hub of Amaravati. It is planned to host financial institutions, corporate offices, banks, and commercial towers.        Knowledge City is envisioned as the educational and research center of the capital region. It is planned to accommodate universities, colleges, research institutes, and technology campuses.
