Phase-I Land Pooling Scheme

The Foundation of Capital Amaravati

 Phase-1 of the Amaravati Land Pooling Scheme marked the beginning of the capital city’s development. Introduced in 2015, this phase focused on creating the core capital area through voluntary land contribution by farmers.

It became one of the largest voluntary land pooling initiatives in India, transforming agricultural land into a planned, modern capital city.

  •  Launched in 2015 after Amaravati was declared the capital.
  • Covered the core capital city area.
  • Over 33,000 acres of land pooled.
  • Participation from 28,000+ farmers.
  • Implemented by APCRDA.

Development Focus in Phase-1

 Phase-1 was designed to establish the primary structure of the capital city, including:

  • Government administrative complex
  • Assembly, Secretariat, and High Court zones
  • Major trunk roads and infrastructure
  • Residential layouts
  • Commercial districts
  • Institutional and public utility zones

Returnable Plots to Farmers

 Under Phase-1, farmers who contributed land received developed urban plots in return.

General return structure (per acre):

Irrigated (Jareebu) Land

  • 1000 sq. yd. residential plot
  • 450 sq. yd. commercial plot

Dry (Metta) Land

  • 1000 sq. yd. residential plot
  • 250 sq. yd. commercial plot

Farmers also received annual financial support (annuity) for a fixed period.

Purpose of Phase-I

 The main objective of Phase-1 was to:

  • Establish the core administrative capital.
  • Build essential infrastructure.
  • Create planned residential and commercial zones.
  • Lay the foundation for a world-class city.
